William Babigumira

William Babigumira’s professional experience spans the Public and Private sector (total of eighteen years) with extensive managerial and consulting experience in international business strategy, entrepreneurship, e-commerce, project management and enterprise development.

William left a short stint in the private sector in Uganda and joined the Uganda Export Promotion Board in 2004 as senior trade promotion officer, working his way up the ranks to Division Director – Management Market Information Systems, and after that Deputy Executive Director (DED) of the Institution from 2011 until April 2013. Mr Babigumira also served as Acting Executive Director (ED) of UEPB for six months before leaving for the private sector in December 2013.

Since 2014, he has provided expert advice to the public, private sector and development partner institutions in the East African Community on private sector development, trade and export policy. His consulting experience includes business diagnostics and development for the Manufacturing, IT Services, the Extractives sector and the Agri-business sector in East Africa and parts of West Africa specifically Ghana. Over his professional career, William has successfully established an IT Consulting start-up firm, co-founded a Research Think Tank, served on boards and has managed the execution of over ten major projects in the Public & Private sector in Uganda and Rwanda.

William has authored several papers on trade policy, export promotion and business competitiveness. His public sector experience is in export and trade policy analysis and dialogue, business counselling, export sector strategies and export value chain analysis.  William holds an undergraduate degree in Mechanical Engineering from Makerere University and an MBA in International Business from Walden University in the USA. He is a Certified Export Marketing advisor by the Centre for Promotion of Imports from Developing Countries (CBI) – Netherlands, a Certified Trade Advisor (CTA) by the ITC – Geneva, a Certified ACCESS! Gender in Trade advisor, ITC-Geneva and a Certified e-commerce advisor – ITC-Geneva.

Over the last eighteen years, he has successfully practiced consulting in a multi-cultural environment with domestic, regional and international development partners and Consultants.
